Are you always 'fully-invested' in the market?

As long as I can find fundamentally superior stocks within my PortfolioGrader Pro (link to PortfolioGrader Pro on Growth site) database, (which includes almost 5,000 stocks), I remain fully invested in the market. Obviously, the stocks I’ve chosen for my Buy Lists represent the crème de la crème from PortfolioGrader Pro.

I try to keep my Emerging Growth and Blue Chip Growth investors fully invested in the market. The reason is that we're using a "buy and hold" strategy in these letters, where we want to hold onto our stocks for at least a year in order to be taxed at the more favorable 15% tax rate.

My fast-paced weekly trading services, Quantum Growth and Global Growth, are not seeking long-term capital gains. Sometimes, but not often, we own less than 15 stocks pass our strict stock screening criteria. When that happens, I placing our money into short-term cash reserves until the market gets a little less volatile.
